PAYMENTS OF CENTRAL GOVERNMENT - ACH

From this Monday, August 28th, 2006 begins the Program of Payments to Suppliers of the Central Government. This program is organized by the Main Directorate of Treasury of the Ministry of Economy and Finances and will use the Direct Network of ACH to make payments effective.

The Program of Payments to Suppliers of the Central Government begins when filling and turning in the application form to the program in the Ministry of Economy and Finances according to the following procedure:
  1. Banks will have the application form available for their clients through their branches and/or Internet web site (attached form).
  2. Once completed and authorized by the legal Representative of the company, the Banks or the Company itself, will have to send this form and the copy of personal identity card of the legal representative by means of an envelope to the MEF located at Avenida Peru.
  3. In order to make inquiries to find out if the form has already been captured, you can call at 507-7945 Department of Payments (this will have to be done by the client not by the Bank).
  4. The MEF will have up to 3 working days to enter the data of the form in the system, reason why the clients will have to wait for this period time before calling MEF.
The Main directorate of Treasury will follow procedure to send the first transaction to the supplier:
  1. It will create a pre-notification transaction (transaction with amount zero) which will send through Direct ACH Network to the Bank where the account of the supplier is. The Bank will have to verify if the account is correct. In the event of having problems, the Bank will have to reject it using the corresponding rejection code and/or if the Bank considers it pertinent, a transaction of notification of change will be sent.
  2. If the pre-notification is not rejected, the Main Directorate of Treasury will initiate the payments to the supplier's account through the Direct ACH Network.

  • With the electronic transfer of funds the paper check which can be misled or be robbed, no longer exists.

  • Their couriers will be more productive since they do not have to look for, to deposit and to cash checks. This represents savings in time, money and fuel.

  • Once subscribed to this means of payment, additional documents will not be required (National Good Standing and Good Standing from the Social Security Department, In force Certificate of the Public Registry, original Receipt and Copy of the personal identity card or passport).
